Based on my research, this issue occurs if the storage quota that is configured for the site is exceeded. To resolve this issue, increase the storage quota of the site. To do this, follow these steps: 1. Start SharePoint 3.0 Central Administration. 2. Click Application Management, and then click Site collection quotas and locks under SharePoint Site Management. 3. In the Site Collection box, select the site that you want to configure. 4. In the MB box next to Limit site storage to a maximum of, specify the size that you want for the storage limit. 5. Click OK.
